let me take an easy and straight forward example starting with a simple mathematical equation
Profit = Revenues - Costs
Profit is the desired thing out of business and people management process and very often it would be a high and challenging. Looking at the equation below we can see an external factor (Revenues) that is very often outside the direct control of management, and an internal factor (costs) that management has a handle on.
You may now start seeing why management tends to take the easy way out and this would be to control/reduce the operational costs even if this means laying off people
Successful and effective managers are encouraged to take the other route and that is to find ways to increase the revenues through extended market reach, intimate customer relations, effective offerings portfolio that addresses markets/customer needs, competitive pricing, .... etc ... etc.
